Block joins from accounts that are less than a few days old #27

Server Insights shows that this is a very small percentage of legitimate new joiners, and many of the scambots that have joined recently have been new accounts. This should put a damper on that.

There should also be a message explaining this for the few legitimate users who will be affected by this, maybe with links to other community Discords for them to bide their time.

This being implemented is contingent on me figuring out why join events aren't being tracked correctly. I have the intents for this enabled.
