Add Gitlab CD option to the rx_bloc_cli

As a developer I want to have a Gitlab CD DevOps option when I generate a project through rx_bloc_cli

ACs:

• [ ] Added an Android workflow: build_and_deploy_android
  • [ ] build_android
  • [ ] deploy_to_google_play
• [ ] Added an iOS workflow: build_and_deploy_ios
  • [ ] build_ios
  • [ ] deploy_to_testflight
• [ ] The iOS pipeline needs to be executed on MacOS
• [ ] The Android pipeline needs to be executed on Linux
• [ ] Both pipelines need to run simuteniosuly
• [ ] The solution needs to be running in the cloud
• [ ] A cache needs to be used to minimise build minutes for common tasks such as flutter install, ruby install etc
• [ ] Document newly added option and configuration
