Updated tests to pass if they have a root/index.html or root/server/public/index.html per Chris' instructions.
I also updated the INSTRUCTIONS.md since I was there. I added the stretch goal of adding the server (is that fine?) since Chris encouraged the cohort to try it and implement it as a stretch.
Lastly, I updated the npm packages and did it with a completed assignment up to base mode from one of the students and ran tests to make sure it was working.
