Treasury addresses to fund token swaps #1043

Current: Treasury addresses do not have any function besides receiving tokens after a swap. Lot's of DAO's are sending transactions directly from their Treasury. Therefore we are creating a bottleneck for them by not allowing treasury addresses to deposit, withdraw and claiming tokens. Expected: treasury addresses that are registered via the Registration wizard should be able to Deposit, Withdraw and Claim tokens. They should also be able to execute token swap.

Q: How to deal with Representatives with the above request?

MVP: (after talking with Blink) We agree, that we keep it as it is, and require user to add treasury address as Rep in case they want the treasury address to vote as well.
