I should not be able to go to Submit Page if there's an empty clause #1093

Steps to reproduce:

  1. Go to open proposal registration wizard
  2. fill in all the details until clauses stage
  3. When in clauses page ONLY click proceed

Currently: I was able to go into Submit page Create-an-Open-Proposal-Lead-Details-Prime-Deals

Expected: Clause box to throw an error before validation
