Make offers private button appears false in submit page #1094

Steps to reproduce:

  1. Go to open proposal reg wizard fill in all the details. Here:https://prime-deals-dapp-git-refac-deals-au2-staging-curvelabs.vercel.app
  2. Enable make offers private button on the 2nd stage
  3. Go to Submit page

Currently: On submit page make offers private button appears disabled however it is enabled on the 2nd stage Submit page: Create-an-Open-Proposal-Submit-Prime-Deals 2nd Stage: Create-an-Open-Proposal-Lead-Details-Prime-Deals (1)

Expected: To display the setting that was set in the 2nd stage

Side note: this issue is not an AU2 issues. It was present in AU1 version of the app as well.
