Registration Wizard: I should not be able to validate 2nd stage if lead details is empty #1096

Steps to reproduce:

  1. go to open or partnered reg. wizard
  2. go to 2nd stage
  3. Do not fill in the fields and just click proceed

Currently: Create-a-Partnered-Deal-Lead-Details-Prime-Deals Able to validate the 2nd page

Expected: UI to throw an error
