I should not be able to validate Primary and Partner DAO stages if it's empty #1097

Steps to reproduce:

  1. Go to open or partnered deal reg. wizard
  2. Go to primary and/or partnered deal stages
  3. Do not fill in details and only click proceed

Currently: Able to validate the stages

Expected: UI to throw an error if the fields are empty
