Reg Wizard should throw an error for the required fields at all times #1151

Steps to reproduce:

  1. Go to: https://prime-deals-dapp-jhff2ozmg-curvelabs.vercel.app/home
  2. Initiate a deal
  3. Without filling anything, click proceed to receive error messages
  4. Go back to home
  5. Initiate a deal for the second time
  6. Without filling anything, click proceed to receive error messages

Result: Able to go to other stages when I try initiating a deal for the second time

Expected: Reg Wizard should throw an error for the required stages at all times

Currently clauses are not passing this description #1201
