URL breaks when going to: /initiate/token-swap/open-proposal/proposal #1174

The URL gets changed to just the hostname and all the links don't work anymore.

Steps:

open a new tab
go to /initiate/token-swap/open-proposal/proposal.
problem 1: check the URL
problem 2: click on some other link to change the page (it won't work)

The router redirects to the root URL with no errors because the first stage name has the same keyword as the previous segment of the URL ("proposal"). A possible fix was to have the first stage on the "" path but this makes the wizard buttons not work anymore. No errors. It just doesn't work
