Should not be able to proceed to Submit Page if not all stages have been successfully validated

Clicking the Proceed button in the Terms stage continues to the Submitpage even if none of the fields have been filled out in any other of the stages.

Currently

• If validations for the Terms stage are passing while pressing proceed, it is navigating to the Submit page

Expected:

• A popup reading: 'Unable to proceed, not all stages are valid'.
• Pressing proceed is not navigating to the Submit page if not all validations for all stages are passing.
