Deal Dashboard: Vote section copy change for cancelled deals #983

Steps to reproduce:

  1. Navigate here: https://prime-deals-staging.vercel.app/deal/dkU6eBHe976H1aNLvuKDvT

Results: When cancelling a deal, Copy text changes to: 1You can now initiate the funding phase. You may still change your vote if you wish to1 DEAL-Dashboard-Prime-Deals (53).png

Expected: Vote section to display a text regarding the state of the deal.

Text should say: "Deal is cancelled. Voting is disabled"
