Admin Dashboard Should not show a copy for Pause Seed after the seed is closed #736

Here's the exact steps on how I reproduced it.

  1. Create a seed and initialize it
  2. Fund the seed until max target is reached.
  3. Head to admin dashboard
  4. Pause Seed(this might be irrelevant but I have paused the seed before closing it)
  5. Close Seed

Result: Administer-a-Seed-Launch-Prime-Launch (1).png

Expect: Do not show the copy for pause seed

@BartuCulha For an abundance of caution, please be sure the (Un)Pause buttons are properly shown or hidden in all the relevant use cases.
