Can't start PBO tuner from the guide or BETA #39

As in title, when i double click on the program it generates a file, then deletes it and nothing happens. Im on Windows 10, Asrock B550 Steel Legend with 5800x3D. Yes. Ive extracted the files and run it as administrator
