Maintain standard interactions with the database through stored procedures
Define input and output from the database interactions for when developing commands

To create stored procedures to perform the needed interactions with the Difficulty schema

created get_difficulties to satisfy this requirement. Currently no need for further, but leaving this in review until the commands are done
