setup playbooks to run in ansible-tower #202

needs to handle runtime_env (staging/production)
deploy default branches (main for production, develop for staging) but option of overriding (at least for staging)
tags / skip tags; default config is to skip setup tags but we need an optional way to run them

Our core playbooks are running in Tower and it's been working well; we're set up with a project and inventory that syncs automatically, and we're able to add new templates for our playbooks as needed. A few cases still don't work (galaxy roles don't install in the execution environment), but we're tracking that work separately.
