Adapt existing nginx/passenger playbooks and customize as needed.

To dos after initial playbook pairing sessions:

[x] env directory is not nested correctly; check the variable
[x] need a wsgi file in the archive repo that will start the wayback application
[x] set passenger_startup_file path correctly
[x] check why symlink creation failed in finalize deploy
[x] Serve static files like sitemaps
