PGPIDs without images will not save transcription content #1528

Describe the bug For PGPIDs without images, when we enter in transcription content, the editor says "Saving" but it never actually saves.

To reproduce Steps to reproduce the behavior:

  1. Go to PGPID 19879
  2. Click on add transcription and select a random source.
  3. Click save
  4. See error

Expected behavior On documents without images, I want any transcription on placeholder images to save and display when I hit the "Save" button.
