As a front end user, I want to be able to access up-to-date metadata exports about people and places via GitHub, so that I can use that data in my own research. #1633

As I was preparing text to make the GitHub more accessible, I noticed that we have access to downloading other modules of the PGP database, but had not yet added People and Places.

Just a heads up for @kseniaryzhova that I made this in conjunction with Ben. I think it's necessary for our data documentation and stability of our site longterm, but feel free to adjust its priority level since you have the big picture!
