wagtail userbar doesn't work with turbo/stimulus #896

simple solution is to just remove it; but if we can figure out an easy way to to init it properly with turbo, that would be nice

yes, but only impacts admins. low priority

@richmanrachel, not unless you encounter it and it impacts your work (it may impact editing the CMS content parts of the site), but it's technically not resolved.

based on the change logs, wagtail is actually adopting stimulus for other components (more editing than public, I think) - so it's possible that upgrading wagtail will resolve this for us. If not, upgrading may at least make it easier
