100 years twitter bot needs to handle more than 15 events in a day #762

[x] add more times to the list of scheduled tweet times (currently only handles 15)
[x] add a per-day total to the twitter review page so it's easier to see how many events are happening on a given day

confirmed the daily totals are displaying on the review page on the test site; we can accommodate up to 20 in a day now, so that should keep us for a while and the review page should make it easier to determine ahead of time if we're going to have a problem
