add README #3

we do now have a README as part of v0.1, but it's out-of-date with respect to the new "bound script" strategy and will need to be updated to reflect the correct way to "install" the code in a spreadsheet.

I think the readme is in pretty good shape — updated for the change in approach to the appscript, and some details added for the python code.
