Migrate to Rails #120

Now that the Heroku Pipelines app is functioning, now would be a good time to migrate over to Rails. This would give the project a higher scope of functionality along with easier development. May also help out with #110 (if approved, this would be a prereq).

Probably not really needed anymore. Will create issues with Codacy and New Relic.
