Modify the ALE script to behave more like a vim plugin:

[ ] Add execution options
[ ] Fallback without ALE
[ ] Message when blocklint isn't found
[ ] Modify blocklint location
[ ] Setup structure as a vim plugin (docs, after, etc)
[ ] Use rtp option in vim-plug to set plugin to subfolder
