don't downgrade text2speech on macos arm64 #16

just to match what mojang ships I don't think there is any guarantee that an older library will continue to work on current versions of minecraft forever.

we know that 1.13.9 works since the official launcher uses it ofc.

I mentioned this in the discord months ago and thought it was fixed here already. Nobody knew why the downgrades were being used.

manymc didn't downgrade it either. only upgraded the old versions to 1.11.3
