Add stale issue bot #648

I suggest something like https://github.com/actions/stale be added to reduce the number of stale issues.

I was thinking of using it unconventially.

Feature requests that aren't related to parity with vanilla MC: 6 months of no activity -> 2 week warning -> 2 more weeks of inactivity -> close

Non-triaged issues: 1 month of no activity -> warning (no close)
