Add install intructions for ROCm platform #58

This change enables users with AMD GPUs (i.e., users without CUDA) to run using the GPU.

Added additional requirements-rocm.txt file with dependencies using the ROCm platform
Extended the installation instructions to include the extra necessary steps for running on AMD GPUs
