Automate the versioning process.

Currently versions are updated manually here:

pyproject.toml
docs/conf.py
README.md (=> Index.rst) in the Cite section
Tag of the master branch

Common error when version in pyproject.toml is not updated, when publishing to TestPyPI:

ERROR HTTPError: 400 Bad Request from https://test.pypi.org/
File already exists. See https://test.pypi.org/help/#file-name-reuse  for more information.
