BBB: promoting guests to moderators in rooms that require moderator approval before joining #83

Using BBB on the privacylx production server, when the option "require moderator approval before joining" is enabled in room settings, the "promote user to moderator" option doesn't work. Guests remain guests with no added permissions after clicking to promote them to moderators inside that room. When I would disable that room setting, the option to "promote user to moderator" would work again.

I observed this both on Firefox and (Chrome-based) Iridium browser, with Windows 8.1.
