Update Wunderground to Weather.gov #39

Wundergorund killed their API service: https://apicommunity.wunderground.com/weatherapi/topics/end-of-feb-wu-api-update

Need to rip out all WU code and replace with Weather.gov API: https://www.weather.gov/documentation/services-web-api

Made decision to move to DarkSky API, which provides a more international data set vs. locking into US only resources. Accuracy of current weather forecast may diminish as Wunderground was the most accurate service available as of 2016 research: https://www.forecastwatch.com/wp-content/uploads/Three_Region_Overview_2010_201606.pdf

I will also attempt to integrate Accuweather API into the mix as an option though their API pricing is highly restrictive and costly.
