  1. User level. Can upload and send data. And view all info and data on their company.
  2. Consultant level. Can view other companies and import the data. add fuel data
  3. admin level with full access to systems, users and companies.

User Level won't be able to see the "Fuel Data" section (Non Half-Hourly data section)
