CSS not loading in template admin backend after upgrading to 3.1.9

What steps will reproduce the problem?
1. Using rocket launcher installed Zephyr template
2. Upgrade Gantry by installing 3.1.9
3. Go to template manager in back end and click Zephyr. No CSS is loaded on 
template management page.

What is the expected output? What do you see instead?
Gantry back-end manager, text appears but no css to style it

What version of the product are you using? On what operating system?
3.1.9

Please provide any additional information below.
Un-installed Gantry then installed version 3.1.8, problem solved. Tried 
upgrading to 3.1.9 again, same issue so I have un-installed again and 
reinstalled 3.1.8.

Hi,

Is there a fix to this? When I go to backend of Gantry Template Manager, I just 
get a load of text! I have attached a sample file of what I mean!

Has there been a solution to this problem. I have the same issue only for me 
its when I try to create a new menu item I just get a page loaded with text and 
no css styles to it. Every other part of the admin shows fine. Its just when I 
have to create menu item is when the issue occurs.

Any help here is much appreciated.
