Add tarball download links #38

So you can still do user/repo/tarball/master and you can substitute master with a branch or commit. I think we should add a link in the sidebar for this and it should refer to whatever snapshot you're currently looking at (and this should be specified in the tooltip)

I just realized the button still exists on the homepage.
