50% armor penetration is a more reason value for most creatures. Against a character at the armor cap of 800 AR this doubles the damage dealt, which is still significant for the attacker, but also allows the defender to more than halve the damage taken by wearing heavy armor.
Expected Outcome
Only giants, Dwarven centurions, dremora (legacy until they receive proper skill templates), and the giant slaughterfish have 75% armor penetration.
Other creatures have at most 50% armor penetration.
