Use ItemExplicitModsToFormattedRunConverter #1066

I want to convert explicit mods on item hover to use ItemExplicitModsToFormattedRunConverter but I couldn't get it to work with current code. I need help with that.

If I can fix that, I have the code ready to color the text on divination cards
