lf: Update to r32 #1345

This PR updates lf to its latest released version, r32. The following changes were introduced in the Makefile

Add fish completions: I might have forgotten to do so in previous versions
Use Debian-style versioning: Version goes from 0-27 to 32, as that matches what Debian uses, and the bin uses the released version.
Add other missing files related to vim (as per Debian and Arch) and adapt the Makefile to template options

Tested on iOS 12, iOS 14, and macOS 12.6.1, building on macOS 12.6.1.
