Update apple open source projects to iOS 17/Sonoma equivalent. Tested on iOS 15.5.

Notes for existing build bases

Downloaded headers has been updated, please delete them from your build base so they could be updated
Rebuild libxo

libxo has some tools for use in the command line that we still want to package, I think we have a similar thing in libxml2.
