This commit refactors the run_latex.py tool wrapper script to make it more organized.

It makes use of argparse to not depend on the brittle use of counting arguments.
Things tied to preparing the enviroment for latex are moved to their own function.
paramaters previously set and handled inside the script have been moved out.
Support for dvi generation have been added.
