  Description

  This PR adds the basic React project scaffold for the Galaxy project. It includes the necessary files and directory structure to start developing a React application.

Summary of Changes

• Added package.json file with project metadata and dependencies.
• Created public/index.html file as the main HTML file for the React application.
• Created src/index.js file as the main JavaScript file to render the React application.

Please review and merge these changes to proceed with the development of the Galaxy project.
