Can't get replay code #13

Sorry if this is a lame question, but when I drag the ROM for DQ9: Sentinels of the Starry Skies onto the Wfc Replay, it runs quickly in the command prompt, saying 'fatal error: the system could not find the file specified.' what am I doing wrong?

Both versions of DQ9 work fine for me. Make sure the ROM is not opened in another program at the same time.
