Groups / HRs to tidy up setup_items #6

It would be great if setup_items couple be placed into group boxes or at least 
seperated with an html <hr> equivalent. I would envisage an <hr> style element 
as a setup_item in it's own right. A group box (my personal preference) might 
be more difficult but assuming it allowed caption text to be applied would 
create a very tidy way to group and categorise related settings

I've decided on how to do this, just need to find the time. This'll be a 
clickable row which hides/shows all the items grouped under it. Rather than 
implementing actual groups, I'll probably just do it for all items with the 
same order value.
