Describe the bug

• Form property fields are being duplicated when the hidden state changes for the first time

To Reproduce (See playground to try)

• Change the country dropdown to CA.
• You will see that the Country & Province fields are duplicated
• Switching the country dropdown to US removes the duplicates, and then switching the CA works the 2nd time you try

Expected behavior

• Fields should not duplicate. Should only see the Country and Province fields once
