Discussion on who can vote on operational by-consent voting #148

Description

There has to be clarity on the decision making process on who can vote, and who cannot vote on by-consent voting mechanism. At the moment, anyone who is part of a meeting, or volunteers to vote can vote. This vote invokes a start on that discussion. This may even prove that at the end of the day, there should be no change to the process. But it is necessary to have clarity and agreement.

Problem

We don't have concrete clarity on who can vote on a by-consent vote. Is it a requirement on attendance? An exposure to the community? Who can participate in votes?

Benefit

Having clarity on who can vote in a by-consent vote provides clarity and agreement as we move forward and grow as a community.
