We need to start the discussion on policy for when a volunteer staffer can become a progcode volunteer staffer? There's fluidity right now with when a member becomes a volunteer staffer, but there has got to be a mechanism to when we can allot funding to the works the staffer does.
This is also an experiment of when we onboard volunteer staffers to services for volunteer staffer. And the process by which a volunteer staffer becomes a progcode volunteer staffer is through a consent vote as well (just like in getting partners become progcode partners).
