Normalize upper-/lowercase for "yes" and "no" positions #66

See "progressive position" (No vs NO) in the below screenshot. These should be cleaned up in the code rather than the spreadsheet, so that they're all always one uniform case style even if our wonderful data maintainers accidentally use different cases in different cells in the future.

I just confirmed that this has not yet been fixed. In the 2019 House_Bills tab, the progressive_position for S2412 is Yes while H4398 is YES, and you can see in the Scorecard that they're each displayed the same way.
