Trinket "Tyrant's Decree" does not work #767

The trinket does not give any stacks whatsoever. If you equip it, it will simple do nothing. It is the tank trinket that drops off the Tyrant Velhari boss in Hellfire Citadel.

all draenor trinket w the same effect (there is some w dif stats) dont work
