The Vehicle the player is set into doing quest "The Wolf and the Kodo" (25205) has the ability "Dash" which is supposed to increase your movement speed (which it does) but before and after the effect starts/ends it forces the player to "Freeze" in place for aprox 1-2 seconds before allowing you to move again
