Category and Subject pages. Unknown category or subject

As a Tutor or Student I should have the possibility to create a new Category or Subject

Acceptance criteria:

1. When Tutor or Student searching for an unknown Category or Subject they should see such button:

2. When Tutor or Student click on Request a new category/subject they should see such modal window:

3. Tutor or Student should have a possibility to see a list of already implemented categories:

4. Tutor or Student should have the possibility to implement unknown Category or choose one from list

5. Tutor or Student should have the possibility to implement unknown Subject if Subject existed they should see a warning

6. When Tutor or Student search for a category which already in list they should choose it from list:

7. Tutor or Student should have the possibility to implement Subject to already implemented Category

8. If some of the fields are empty Tutor or Student should see a validation error:

9. If field of Additional information doesn't have at least 10 characters Tutor or Student should see such warning:
