Deprecated and archived files in the repo #13

Here is a list (most likely not a full list):

./RTL/Deprecated/Fault_management_network(Deprecated)
./RTL/Deprecated/SHMU_prototype(Deprecated)
./RTL/Chip_Designs/EUROPRACTICE_Chip/Archived
./RTL/Chip_Designs/IMMORTAL_Chip_2017/network_files/archived
./RTL/Chip_Designs/archive

Since it is all in git anyway, I think it is safe to remove all these files.

@siavooshpayandehazad is this resolved now? I'm pretty sure there was some sort of cleanup going on.
