Compressed AX.25 messages for APRS #14

Currently we are using the standard message configuration for the AX.25 messages, however it may be beneficial to use the compressed message format to ensure the length of our transmission in terms of data is shorter. However, the positions in the compressed messages have less accuracy than the standard format.
